Washington (PNP) — The White House has confirmed that U.S. President Trump and Iranian President Masoud Pezeshkian have electronically signed a 14-point agreement between the United States and Iran. The agreement is being described as a 14-point “Memorandum of Understanding.”
Both countries have announced that they will hold talks to reach a final agreement within 60 days, although this deadline may be extended.
1. Ceasefire on all fronts, including Lebanon
The first clause states that the United States, Iran, and their allies will immediately and permanently end all military operations on all fronts, including Lebanon.
2. Respect for sovereignty
The United States and Iran will respect each other’s sovereignty and territorial integrity and will avoid interfering in each other’s internal affairs.
3. Final agreement within 60 days
According to the third point, both sides commit to reaching a final agreement through negotiations within 60 days. This timeline can be extended by mutual consent. The 60-day period begins after the official signing of the memorandum by both leaders.
4. Ending U.S. naval blockade
After signing the memorandum, the United States will begin lifting its naval blockade and removing any restrictions on Iranian ports. Within 30 days of the final agreement, the U.S. has committed to withdrawing its forces from positions around Iran.
5. Restoration of the Strait of Hormuz
The blockade will be fully lifted within 30 days. During this period, maritime traffic through Iranian ports and the Strait of Hormuz will be restored proportionally. Iran will ensure safe passage for commercial ships using its “best efforts.”
The agreement also states that technical and military barriers, including mine-clearing operations, will be removed immediately to restore maritime traffic.
6. Reconstruction funding for Iran
The sixth point states that the United States and regional partners will develop a reconstruction and economic development plan for Iran worth at least $300 billion.
7. Lifting of sanctions
The United States will be obliged to lift all forms of sanctions on Iran, with the schedule to be determined later.
8. Ban on nuclear weapons
Both countries agree that Iran will never acquire nuclear weapons. Iran will place its enriched nuclear material under the supervision of the International Atomic Energy Agency and move toward neutralizing it.
9–10. Status quo on nuclear program
Until the issue of enriched uranium is resolved, the “status quo” regarding Iran’s nuclear program will remain in place. In practical terms, this means no new sanctions will be imposed, and Iran will receive exemptions for oil, petroleum products, banking transactions, and transportation services. This issue has been a major obstacle in negotiations, as Iran has long demanded access to frozen assets.
11. Iranian frozen assets
The agreement states that the U.S. commits to releasing partially or fully frozen Iranian funds, with the exact mechanism to be decided during further talks. Some assets will be released gradually as Iran complies with parts of the agreement, such as addressing its highly enriched uranium.
12–14. Monitoring and implementation
The final points deal with monitoring the implementation of the memorandum and compliance with the final agreement. Both sides will establish a mechanism to oversee enforcement, although its exact structure is not yet clear.
Finally, it states that the final agreement will be ratified through a binding resolution of the United Nations Security Council.
