12 people were killed and 80 injured in a stampede at the stadium in Antananarivo, the capital of Madagascar.
The Prime Minister says that the sports spectators were entering the National Stadium to participate in the opening ceremony of the sports event when there was a stampede.
The opening ceremony was held for the Indian Ocean Island Games.
