The People's Party government in Sindh disrupted the system of examination boards

Karachi: The People’s Party government in Sindh is leaving the examination boards of the province in the worst administrative situation at the end of its constitutional term. Instead of eliminating ad hocism in education boards, it has promoted it regularly.

One chairman board has the charge of two examination boards simultaneously while there are some chairmen who are in charge of two examination boards who are not regular in any of the boards. The same situation has reached the Secretary Board, the Controller of Examinations and now the Audit Officer due to which the education boards are suffering from the worst crises at the administrative level and this crisis is continuously affecting the examination performance of the boards along with the administration. The government circles also no longer trust the board exams and results due to which the Sindh government itself has tried to outsource the inter and matric exams this time.

Since there was no scope for this process in the law, it was not possible, however, the concerned ministry is not ready to take any steps for improvement or improvement in the boards.

It should be noted that in the early days of the previous government, the controlling authority of the examination board in Sindh was with the governor of Sindh and the examination boards were controlled from the governor’s secretariat. The controlling authority of the examination board was transferred from the Governor of Sindh to the Chief Minister of Sindh, after which the examination board continued to be controlled from the Chief Minister’s House, but it was given the status of a separate ministry and first the Department of Universities and Board was established.

Later, due to the pressure from some influential political circles, the Sindh Chief Minister gave up the controlling authority of the education boards in the current government and the full administrative control of the education board was handed over to the minister of the department, Ismail Rahu, from where the situation continued to deteriorate. It kept coming.

Before he became the Minister, with the approval of the former Sindh Chief Minister, the previous search committee shortlisted the names of 15 candidates for the posts of Chairman Board after advertisement and interviews, but their summary was withheld and among the shortlisted candidates. No one was appointed as the permanent chairman of the board and the entire appointment exercise was scrapped and the boards continued to operate under the ad-hoc system instead of ad-hocism.

Secretary University and Board Mureed Rahman was contacted by “Express” and asked why the current government has taken over the management of the education board, why are they leaving it in an even worse condition? On which he held the board officers as incompetent and held them guilty.

Mureed Rahman said that “Board officers are only engaged in making money, they do not allow any qualified officer from outside to be appointed in the board, if appointed, they hire lawyers with huge fees based on the money earned and orders from the court.” They sit with prohibition, which has paralyzed the entire system.

He said that now after a long time the court has allowed us to recruit the chairman in the board, we have sent the summary and will issue the advertisement once it is approved. To a question, he said that no employee of the federal government can work on a provincial post at the same time, so as soon as the chairman of Inter Board Karachi submits the joining of the vice chancellor of the university, another officer will be given charge in his place. We are looking for a qualified officer.

It should be noted that there are 7 government education boards in Sindh, out of which three are in Karachi, including the Technical Board, Sindh Board of Technical Education Chairman Dr. Masroor Sheikh has not only retired from his job but has also completed the contract of the position. Working in this post on temporary basis for about 2 years.

Secretary and moderator exams are also held in this board on ad hoc basis and it is the largest board in Sindh in terms of boundaries as it conducts technical education examinations all over Sindh.

On the other hand, out of two more educational boards in Karachi, Matric Board Karachi has a permanent chairman, but there are no permanent officers in other positions and recently there is also information that the audit officer of Inter Board Karachi has been given additional charge of the audit officer of Matric Board Karachi. .

An attempt was made to make permanent recruitment for the post of secretary about two years ago and the search committee shortlisted three names after interviews, but no officer has been appointed permanent secretary matriculation board till date, while the Ministry of Conduct of Examinations The post has been changed thrice in a year.

Moreover, the Chairman of the Inter Board is currently permanent in Karachi. Vice Chancellor has been appointed.

Therefore, he is also the vice-chancellor of a university and the chairman of an education board at the same time. In the same board, the proctor of examinations and the secretary board are also non-permanent, while the administrative situation in other education boards of Sindh is much different.

The charge of the Chairman of the Nawabshah Education Board is with the Vice Chancellor of the Veterinary University, Skrand, Dr. Farooq Hasan. Sukkur Education Board Acting Chairman Rafiq Ahmed recently retired in mid-June. He was also holding the post as Acting Director before his retirement.

He was Inspector of Colleges in Sukkur Education Board after which he was first given the charge of Secretary and then Chairman. Meanwhile, he was also given the additional charge of the Acting Chairman of the Hyderabad Education Board, which he still holds, and another board charge was given to the Chairman appointed on an ad hoc basis.

The matter did not stop there but the Chairman of Larkana Education Board Prof. Naseem Memon has the charge of Mirpur Special Education Board thus only 3 out of 8 education boards of Sindh have permanent chairman and the rest are ad hoc and additional charge and any education board I have no permanent controller of examination and no permanent secretaries.

An officer of Sindh said, “It is surprising to know that often the Board of Governors (BOG) of more than one examination board is chaired by the same person, at least four education boards.” The BOG meeting has been chaired for a long time by only two heads, taking arbitrary decisions and protecting each other’s interests.

On the other hand, the confidence of the experts is rising from the matriculation and inter results of the education boards in Sindh, because a large number of candidates who passed with A grades from various education boards of Sindh fail in the entrance and aptitude test of professional universities.

The examination system and grading system is changing all over the country, private students have also been allowed to do matric science, but this system has not yet been implemented in Sindh because the ministry is not in any case for improvement in the educational boards of Sindh. Not ready to take any action.
