Governor Sindh returned the Karachi Metropolitan University Bill without signing it

Karachi: Sindh Governor Kamran Khan Tesori returned the Karachi Metropolitan University Bill 2023 without signing it under Section 116(2)(b) of the Constitution of Pakistan.

In this regard, the Sindh Governor said that under Section 14(1) of the Bill, unlike other universities, the Mayor or Administrator has been made the Pro-Chancellor of the University. Under Section 14(2), he should exercise his powers in the absence of the Chancellor. Will perform duties.

He said that in other universities of Sindh, Pro-Chancellor, Chief Minister uses the powers of Sindh. The Sindh governor further said that the university also needs to revise section 6(vii) of affiliation or abolition of colleges as per the guidelines of the Higher Education Commission.

Kamran Tesri said that the role of pro-chancellor in the university needs to be aligned with other universities and the section on merger or abolition needs to be reconsidered. Governor Sindh said that I am sending this bill back to the provincial assembly to review this matter.

Apart from this, the governor also returned the Sindh Social Protection Authority (Amendment) Bill 2023 with objection and directed to revise the bill.

Governor Sindh said that in the amendment made in section (3), education, experience and tenure were not mentioned by the Chief Minister in nominating the Vice-Chairperson. Therefore, it would be an inappropriate process for appointment to this post without these things.

Kamran Tesori further said that extending the 4-year fixed term indefinitely and extending it by another 2 years in Section 9 is against the pre-determined competitive and transparent appointment process. In this way, reducing the experience of the Chief Executive Officer from 20 years to 15 years and making this post from 20 grade to 19/20 grade will make a difference in the performance of the said officer.
