According to PCB sources, BCCI cannot make the consent of the hybrid model conditional on the World Cup, India cannot make the Asian Cricket Council and International Cricket Council events conditional on each other.
The Indian Cricket Board has nothing to do with the hybrid model of the Asia Cup, the condition of playing the World Cup matches in India cannot be set for agreeing to the hybrid model.
