In all the five regions of the College Education Department, these promotions were to be supervised by the respective regional directors, for which regular rules were issued, however, these rules were changed to give official status to recommended recruitments in the Karachi region, and such preferred candidates who were named He was at the very bottom or junior position in the seniority list of the department.

To promote them, first typing test was introduced and candidates passed and failed in this test at their own will and were promoted to the post of Junior Clerk in Grade 11. The lower grade employees working in the post of janitors, janitors, peons and cashiers were cleared in the computer test and were made junior clerks in grade 11.

Sources of the department said that these are the people who do not even know how to turn on and shut down the computer. According to the rules, verified certificates of the Sindh Board of Technical Education were to be taken from them, which was not required. It should be noted that there was no mention of test anywhere in the rules issued by the College Education Department for these promotions, but these promotions were to be given on the basis of the relevant certificate of the Sindh Board of Technical Education.

It is worth mentioning that the promotion process under the Departmental Promotion Committee was completed in a record period of just 22 days, which is a record for the completion of the promotion process in any department. On behalf of some employees, a regular written complaint was submitted to the Regional Director Karachi Sulaiman Syal and the Directorate of Corruption with some evidence on this matter, but the employees who submitted the complaint were put under pressure by the concerned officers and were told that then we will null and void all this stage of development. In which a 4-member DPC was established under his leadership for these promotions and just 3 days later on September 8, another committee consisting of directorate officers and some college principals was formed and announced to take the computer test of these employees. Taken but the most ridiculous fact came out when each candidate who took the test was given just 30 seconds to prove their competence with the computer.

An employee of College Education who gave the test told “Express” that how was it possible that I could prove my competence on the computer in a mere 30 seconds. I didn’t have to do anything and after that, a large number of employees who had senior positions in the seniority list and also knew computers to the required extent were failed, while on the contrary, employees who were junior positions in the seniority list were passed and they were promoted. An employee accused us of demanding regular money. It was done and it was said that the test is only a formal process so that employees of their choice can be promoted, so make a payment of 3 lakh rupees and take the eleventh grade notification in the same month (September), after which the posting orders of more than 180 employees were also issued along with the promotion on 27th September and a large number of deserving employees were deprived of promotions. were done.

When “Express” contacted Regional Director Colleges Karachi Sulaiman Syal, who is directly responsible for these promotions, he said, “People who miss out on promotions do the same kind of propaganda.”

Selman Syal said that no complaint has been submitted to him, if there is a request, he will definitely take action. Regarding the test, the former Secretary Colleges Ahmed Bakhsh Nare said that there is no mention of the test in the order. If he claims that he knows computer typing, how will he be verified, that’s why the test has been conducted, the test is being conducted in the rest of the region as well, no promotion money has been taken from anyone, he added that whoever claims that he failed the test should come to me and prove himself.
