The land dispute between the builder and the Civil Aviation Authority near the Karachi Airport has intensified.

The builder lodged an FIR against Director General of Civil Aviation Authority and Senior Officer of Grade 21 of Pakistan Administrative Service Khaqan Murtaza.

Spokesperson Civil Aviation Authority says that Director General Khaqan Murtaza will not provide bail in this case.

7 other CAA officers have also been named in the case.

A case number 77/2023 has been registered at the Karachi Airport police station on the request of the builder.

In addition to Director General Khaqan Murtaza, other CAA officers including Airport Manager Tahir Sikandar, Additional Director State Land Jafar Abbas Cheema, Additional Director Security Rehan and others are included in the case.

The FIR filed by the builder alleged that CAA officials forcibly entered the under-construction project and beat up the staff.

CAA sources say that after the registration of the FIR, Director General CAA Khaqan Murtaza has gone to Islamabad.

Police sources say that the police have not yet arrested any officer of the Civil Aviation Authority in this case.

According to sources, the builder wants to connect the route of his project with the main airport road.

On the issue of filing an FIR by the builders against the top management of the CAA, the Pakistan Civil Aviation Authority is of the opinion that the CAA administration, as a federal body, has not allowed the construction of 5 acres on the CAA land by the builders. According to the administration of CAA, the said land came under the ownership of the federal agency Civil Aviation in 1993 as a result of the land exchange by the Sindh government. The road remained in use by the general public.

The administration of Civil Aviation Authority is of the opinion that the corrupt elements of Sindh Land Revenue and the occupation mafia tried to seize this land in 2006. Filed a claim in 2006, the Sindh High Court on 20 November 2006 issued an injunction in favor of the CAA.

The CAA administration says that it is no secret that the corrupt elements of the Sindh Land Revenue Department and the police have been involved in the illegal distribution of land around the airport in collaboration with the occupation mafia, one such attempt. On July 5, 2023, the builders tried to build a road for their project on the land of Civil Aviation on this old route, on which Civil Aviation called the Sindh Police and stopped the illegal work, but later in the dark of night. The police allowed the builders to build the road under their supervision.

The administration of Civil Aviation Authority says that the Civil Aviation Authority once again approached the Sindh High Court which has said in its order that no construction of any kind is allowed on the said land without a CAA No Objection Certificate. It will be legal.

According to the CAA administration, the Civil Aviation Authority parked its guards and vehicles there the next day and displayed banners to inform the public that this land is the sole property of the Civil Aviation, however, the corrupt elements of the Sindh Police. And as a result of the builders’ nexus, the police assaulted and illegally arrested the CAA guards and damaged the CAA vehicles parked there.

The administration of the Civil Aviation Authority says that later the builders filed an FIR with the help of the police against the CAA administration including the Director General, Director General Civil Aviation Khaqan Murtaza as the representative of the Federation of Civil Aviation. Failed the attempt of illegal occupation of the land, so they will not give bail in any case.

The CAA administration says that according to the records of the Civil Aviation Authority, the land used for the residential project is also the property of the Sindh government. The FIA ​​will investigate the matter.

The CAA administration has also said that the Civil Aviation Authority will never allow illegal occupation of federal land and will take all possible legal action against illegal encroachments.
