Middle East Women Leaders' Historic Pact for Diplomacy


Four female political leaders from the United Arab Emirates, Bahrain, Morocco and Israel have signed a historic agreement called ‘Sarah and Hagar’.

This agreement has been made to increase the role of women in diplomacy and to solve problems related to women’s rights in the Middle East.

UNESCO official Dr. Goela Clara played an important role in getting the agreement.

The ‘Sarah and Hagar Agreement’ is being touted as a link to the Abraham Accords in 2020, in which the UAE and Bahrain began diplomatic relations with Israel.

The ‘Sarah and Hagar’ agreement is attributed to the names of Sarah and Hagar, the wives of Abraham.

Dr Goela said that it is time for women to become role models in diplomacy and raise their voices for women’s rights in the Middle East.

The United Arab Emirates was represented at the convention by Nancy Khaduri from Bahrain, Maria Belafia from Morocco and Ruth Wasserman from Israel.

What important positions do women hold?

1- Afra Al Hamili is the Director of Strategic Communications Department of the Ministry of Foreign Affairs of the United Arab Emirates.

2- Nancy Khaduri is a member of Bahrain’s Shura Council and Deputy Chairperson for Foreign Affairs, Defense, National Security Committee and Human Rights Committee.

3- Maria Belafia is the President of the Economic Commission of Rabat and a founding member of the Moroccan Center for Legal Education.

4- Ruth Wasserman is the co-chairman of the Israeli Parliament’s Department for the Promotion of Abraham Accords.

The Sarah and Hagar Agreements are important steps towards gender equality in diplomacy.

These agreements show the importance of the role of women in peace-building and the development of society, especially in a region that has historically been ruled by men.
