Justice Mohammad Iqbal Kalhoro while giving remarks said that it is a very important case and will decide after hearing it.

Petitioner’s lawyer Tariq Mansoor advocate argued that the Quaid-i-e-Azam in his first address after taking oath ordered legislation for black marketing, since 1948 till date no legislation has been enacted to prevent black marketing and hoarding.

The petitioner’s counsel said that the Hoarding and Black Marketing Act had prescribed punishments for illegal hoarding, the act was implemented to rid the public of hoarders, 12 years ago milk price fixing and raids. The authority was given to the Commissioner.
He said that it is illegal to authorize raids to the Commissioner Karachi, Assistant Commissioner and others.
The court dismissed the petitions of the Milk Retailers Association for non-compliance and adjourned the case till February 20 for further hearing.
