Karachi: Acting Vice-Chancellor of Benazir Bhutto Shaheed University Lyari Karachi Dr. Amjad Siraj Memon has said that without the approval of the Council of Common Interests, HEC cannot withhold funds from provincial universities.
Criticizing the report of HEC withholding the funds of provincial universities for the next financial year, the Acting Vice Chancellor said that according to the decision of the Federal Higher Education Commission, the funding released to the chartered universities across the province from July 1. It is difficult to estimate the damage that will be done to universities across the province due to the suspension of annual funding.
In his address to the second meeting of Lyari University, the Vice-Chancellor further said that we are aware that this decision will cause serious damage to the universities, the funding given to the universities in the NFC award, until it is approved by the Council. Of Common Interest (Council of Common Interests) which is a constitutional body does not decide Higher Education Commission Islamabad cannot stop funding for universities across Sindh on behalf of the federal government.
He said that we have said this in the vice chancellor’s meeting and in this regard all the vice chancellors of Sindh will meet the Chief Minister of Sindh.
Vice-Chancellor Dr. Amjad Siraj Memon mentioned the provincial HEC and said that we are very grateful to Sindh HEC on this occasion, which provided 6 million rupees for universities across Sindh 3 years ago. 14 million a year later and last year Sindh Chief Minister Murad Ali Shah announced the release of funding up to 23 million rupees.
Regarding Jamia Lyari, he said that during the days of Kovid when he joined Jamia Lyari, there were online classes due to which there was a lot of loss of students. But Alhamdulillah we have covered it.
He said that Jamia Lyari has the lowest fees in all of Karachi, besides, there is a mechanism for financial aid for students and scholarships are also given to students who have problems.
The Vice-Chancellor further said that the Computer Science and IT departments are doing their best but it is sad to see the dilapidated building. The building has deteriorated to an alarming extent, so a bailout package should be provided to the university through which we can start some other programs.
He further said that the administration of any university should be complete, I am the acting vice-chancellor here but Lyari University needs a permanent vice-chancellor. On this occasion, I would request the administration to appoint a permanent vice-chancellor through regular advertisement so that Lyari University can develop.
In the certificate distribution meeting, certificates were assigned to 477 students while 75 students were presented with marks of appreciation for their excellent academic performance.
