Karachi: The dismissed vice chancellor of Urdu University, Dr. Abdul Qayyum called his dismissal and the appointment of a new VC illegal and demanded the intervention of the president and the chancellor.
According to Express, the removed vice-chancellor of Urdu University Prof. Dr. Ziauddin by the Federal Ministry of Education declared his resignation and the appointment of the new Acting Vice-Chancellor Dr. Rubina Mushtaq as illegal and took issue with the President of the State and the Chancellor of Urdu University. I have recommended immediate intervention and called for an emergency session of the Senate to block his resignation letter.
In his letter written to President Arif Alvi, he has said that this move by the Federal Ministry of Education is creating an administrative crisis in the university, as this move has exceeded the constitutional limits of the Ministry of Education that he should appoint the Acting Vice-Chancellor of Urdu University. To remove the Chancellor from his post or to appoint a person as the Vice-Chancellor, this action is tantamount to flagrant violation of the University Ordinance as well as usurpation of the powers of the President and the University Senate committed by the Ministry. .
It should be noted that through a letter issued on October 5, the Federal Ministry of Education withdrew its previous notification of June 14 in which Dr. Ziauddin was appointed as Vice Chancellor and through a separate notification, Dr. Rubina Mushtaq was appointed as Vice Chancellor. Chancellor has been appointed.
On the other hand, in the letter, the deposed vice-chancellor has referred to the seventh section of Article 12 of the University Ordinance and said that the sole authority to appoint and remove the acting vice-chancellor rests with the body of the Senate, which is approved by the President. Therefore the Ministry of Education cannot take the said action under this provision of the Ordinance of the University, the letter of dismissal of the Ministry of Education and the letter of appointment of the new Acting Vice-Chancellor have no legal status.
Dr. Ziauddin has further criticized the initiative of the Ministry of Education in the letter written to the President of the State and has taken a stand that on the one hand, in the letter, the President should call a meeting of the Senate for the appointment of a permanent Vice-Chancellor and the Vice-Chancellor. A request is being made to appoint, while on the other hand, the Ministry is using these powers by appointing Dr. Rubina Mushtaq as Pro-Chancellor.
In his letter, he also accused the Ministry of Education of resorting to baseless allegations regarding his powers and performance for his illegal resignation from the post of Vice-Chancellor as the framework which was passed by the Senate. As the Acting Vice-Chancellor, I have acted within the limits of the allegations made against me under which no evidence has been provided nor heard which contravenes Article 10A of Pakistan. There is a violation.
At the end of the letter, the President of the State has been requested that in the context of this situation, the emergency session of the Senate should be blocked and his resignation letter should be annulled because the Ministry of Education is trying to revoke the powers of the constitutional institutions of the said university. is synonymous.
