The Election Commission of Pakistan, through a notification dated 15 August 2023, banned federal, provincial and local governments from conducting tenders for all types of development works.

After the above notification, the bureaucracy of Sindh is busy trying to use different strategies to buy and sell contracts worth billions, but on the other hand, Pakistan Public Works Department has called for tenders for 530 development schemes worth about four and a half billion.

Apart from this, the Department of Zoological Safari and Recreation of Karachi Municipality has also surprised everyone by calling for tenders for 13 schemes costing 21 crores. The ban has been made a joke.

According to senior contractor Bashir Mandukhel, PWD does not have funds and contractors’ pay orders of crores of rupees are already stuck in the department due to non-availability of funds. A strike has been planned and preparations have been made to buy and sell contracts despite the Commission’s ban on tenders.
