Karachi: IG Sindh Ghulam Bani Memon issued orders that cases will be registered and the accused will be traced for the cases of the bodies of newborn children being found.
In a notification issued by IG Sindh to Zonal DIGs and District SSPs, it has been observed that the dead bodies of newborn babies are being secretly dumped in the streets by unknown accused persons. Places are being located.
This is an inhuman practice which comes under Sections 328 and 329 of the Act. It has also been observed that often the dead bodies of newborns are handed over to welfare organizations for burial without investigation and 174 proceedings and registration of FIR. It is illegal and against fundamental principles.
The notification states that therefore, all range, zonal DIGs and District S.S. Pirs are instructed to ensure the operation of 174 after the body of the newborn is found and the body of the newborn should be shifted to the hospital for examination by the medico-legal officer and concerned. The accused should be found by registering a case in the police station.
It should also be ensured that all legal requirements are met while handing over the dead bodies of newborns to welfare organizations for burial.
The notification further states that all the welfare organizations working in the concerned districts should also be required to report to the police station before picking up the body of the newborn so that the police can collect and preserve all the evidence from the spot and follow the law. Take action accordingly.
