The issue of Pakistan is not included in the agenda of the IMF meeting till May 17.
In the absence of a staff level agreement, there will be no funding from international financial institutions.
Sources say that the budgeting process is likely to be affected if the issues are not settled with the IMF.
The IMF was also not satisfied with the assurance of funding from friendly countries.
Pakistan offered another billion dollar financing program, which was also declared insufficient.
According to sources in the Ministry of Finance, Pakistan has fulfilled most of the conditions for the ninth review from the IMF.
The staff-level agreement between Pakistan and the IMF was scheduled for February 9, which has been delayed.
