FBR's decision to give huge incentives to its officers from people's taxes

Islamabad: The Inland Revenue Department of the Federal Board of Revenue (FBR) has decided to give huge allowances and incentives to its officers from the revenue generated from point of sale fees.

It has been decided to establish the IERS Common Pool Fund for the officers of grades 17 to 22 of the Inland Revenue Service of FBR from the revenue collected in the form of Point of Sales Fees.

House rent subsidy of 25 thousand to 35 thousand rupees per month to this fund, inland revenue mess for officers will be established for which one time equipment and supplies up to 30 lakh rupees can be purchased, while rent up to three lakh rupees per month, one and a half lakh rupees. Up to monthly utility bills and up to one and a half lakh rupees per month will be provided for the payment of salaries to the privately recruited staff.

A relief package of Rs 15 lakh to Rs 75 lakh will be given to the heirs of the Inland Revenue personnel and officers who were martyred during service.

Under these rules, the IRS issued Common Pool Fund Rules 2.023, which states that POS fees, service charges, grants, and profit funds shall be used for personal welfare.

In the name of headquarters support, an allowance of up to 40 thousand rupees per month will be given. For temporary accommodation, equipment up to 30 lakhs will be allowed to be purchased.

House rent subsidy, fuel subsidy, scholarship for children’s education will also be available. According to the rules, 90 percent of the revenue collected in the common pool can be spent.

The rules state that a share of the rewards and rewards distributed under the Inland Revenue Reward Rules 2021 will also be deposited in this pool.

Similarly, the grant received after approval by the FBR Board-in-Council will also be deposited in this common pool.

The profits from the investment made from the Land Revenue Common Pool Fund will also be deposited in the same pool. Apart from this, the revenue generated by way of various Inland Revenue Service charges and fees will also be collected in the same common pool.

According to the document, the IRS Common Pool Fund Secretariat and Board will be established at the FBR headquarters.

The Chairman of the IRS Common Pool Fund Board will be the Member Inland Revenue Operations while the other board members will be Member Accounting and Audit, Chief Inland Revenue Operations, Chief Management Human Resource Management IR and any grade base from the Inland Revenue Service. Officer of the IRS Common Pool Fund will be included and the same officer will also serve as the Secretary of the Board and the Board will serve as the governing body of the IRS Common Pool Fund as a whole.

Apart from this, the same board will also oversee the collection for the IRS common pool fund, the same board will issue policies, approve SOPs and also the activities and procedures for regulating the activities of the pool fund. Will approve.

The document states that ninety percent of the money in the Common Pool Fund will be expendable while the remaining ten percent of the annual revenue will be invested to ensure the sustainability of the establishment of the Common Pool Fund.

According to the document, from this common pool fund, headquarters support allowance of Rs. 30 thousand rupees per month to officers of grade eleven and twenty and forty thousand rupees per month to officers of grade twenty one and twenty two will be provided as headquarters support allowance.

Apart from this, house rent subsidy will also be given to the officers of grades seventeen to twenty-two, under which officers of grades seventeen and eighteen will get Rs. A monthly house rent subsidy of Rs.1,000 will also be given.

The document further states that IRS Officers’ Mess will be established for Grade Seventeen and above officers, Rs.300,000 will be provided once for the purchase of necessary items and equipment for this mess, while Rs.300,000 per month will be provided. rent, up to one and a half lakh rupees per month towards utility bills and up to one and a half lakh rupees per month will be provided for the payment of salaries to the staff to be recruited privately.

Similarly, one child of employees from this common pool up to grade seven will be given annual scholarships for education under which Rs. A scholarship of Rs.1,000 and Rs.50,000 will be provided annually for post-graduate education.

Financial assistance will be provided to the heirs of Inland Revenue Service employees and officers of grades one to twenty-two who were martyred during service, in which the heirs of grade one to four personnel will be given Rs. Rs.500,000 to the heirs of Grade 10 to 15 employees, Rs.52 lakh to the heirs of Grade Sixteen employees, Rs. 100,000 rupees, while financial assistance of 75 lakh rupees will be provided to the heirs of grade 21 and 22 officers.

A subsidy of one lakh rupees will be provided to grade seven officials for the marriage of one child. Employees upto Grade 7 will be provided Rs 1 lakh for funeral expenses in case of death during service.

A one-time assistance of one lakh rupees will be provided to the widows of the deceased grade seven employees. Health insurance facility will also be provided to all the cadre and non-cadre employees of the Inland Revenue.

The secretariat of this common pool fund will also be established in the FBR headquarters, the expenses of which will also be met from the common pool fund.
