Matter of Outsourcing of Examinations; Instructions to Chairman Education Boards to advertise

Karachi: The Department of Universities and Boards has directed Chairman Boards to issue advertisements to outsource matriculation and inter examinations in Sindh.

The department has sent a letter to all the chairman boards of the province asking them to prepare an advertisement, form a committee for finance and technical matters and one board to guide and represent all the boards in this regard.

The letter said to prepare an advertisement based on joint proposals to invite bids for outsourcing the examinations so that the technical issues in this regard can be settled.

This letter has been sent by a section officer of the department, Mohammad Zubair Katbar, on Wednesday, in which the meeting held a day ago under the chairmanship of Minister for Universities and Boards Ismail Raho is also referred to.

It should be remembered that in the meeting, all the boards were asked not to issue the advertisement separately, rather the department will issue this advertisement itself on behalf of all the education boards. The Chairman Boards shall decide in consultation with each other which Board shall prepare and issue this joint advertisement on behalf of all the Boards.

Moreover, the respective board issuing the advertisement will also constitute a committee which will also give technical and financial suggestions regarding outsourcing of the examinations. The committee will include representatives from all the Chairman Boards, Universities and Boards, Finance, S&GAD and Law Departments.

According to the letter issued, all chairman boards will have the freedom to initially outsource only the “e-marking” phase or to outsource the examinations of some examination centers as a pilot project.

It should be remembered that on the one hand, the Department of Universities and Boards is preparing to outsource the matriculation and entrance examinations in Sindh without any legislation, while on the other hand, Sindh Private Schools Association and Sindh Professor and Lecturer Association (SPLA) are against this decision. has announced to go to court by issuing a white paper.
