It should be remembered that Sindh Chief Minister Murad Ali Shah had sent the permanent vice chancellor of Lyari University Professor Dr. Akhtar Baloch on forced leave on February 15, 2022, who is still on leave and at the end of this year his 4-year term of office will expire. The period will also be completed, he was accused that he had sent a naziba emoji emoji to a member of the Sindh assembly from his mobile phone, but the above-mentioned charge against him could not be proved in the FIA ​​investigation. Despite this, in the summary sent by the Secretary of the Department of Universities and Boards Mureed Rahimo to the Chief Minister of Sindh in this regard, it was recommended to dismiss him from the post.

When “Express” inquired from the Secretary Universities and Boards in this regard why no decision is taken regarding the Vice Chancellor of Lyari University, to which he said that we have sent the summary to the Chief Minister, now the controlling authority has to decide. It should be noted that several months have passed since this summary was sent to the Sindh Chief Minister, but the controlling authority is not taking any decision on it.

Sources say that the controlling authority wants to keep the issue under wraps until the tenure of the permanent vice-chancellor ends and a new vice-chancellor can be appointed on the basis of advertisement after the tenure is completed, but now it is more than 6 months. There is still time and if the permanent Vice-Chancellor is sent on forced leave for the rest of the term, Lyari University will continue to suffer from the same ad-hocism for at least a year and a half or even more.

Meanwhile, the situation of ad hocism in the university is such that it is the only university in Sindh which does not have a single professor. There are barely 4 associate professors in the entire university. There is no dean for any faculty. Lecturers and assistant professors are conducting the teaching of the entire university, which consists of 9 departments named after chairperson Benazir Bhutto, while their number is also limited, more than 60% of the academic load of the university is entrusted to part-time teachers or visiting faculty. To meet this acute shortage of teachers and appoint new faculty, not a single advertisement has been issued in the last one year, on the contrary, new departments have been introduced.

On the other hand, the financial situation of the university is also very bad and last month’s salary has been paid from the reserve fund of the university, this has been confirmed by the Acting Vice Chancellor of Lyari University and Permanent Vice Chancellor of Jinnah Sindh Medical University, Dr. Amjad Siraj Memon. When contacted by “Express”, he said that “in the university, so many allowances including house ceiling, Lyari allowance and computer allowance have been made part of salaries that the budget deficit is increasing.”

The Vice-Chancellor said that there are many cases in which both the husband and the wife are selling the house. On the question of not appointing permanent faculty, Dr. Amjad Siraj said that from where will they be paid, he also said that I did not stop the salary and petrol of the permanent vice-chancellor because it is not legal. can be done

On his one-year performance, he said that he had started the departments of media sciences, international relations and sports sciences, while the required number of admissions could not come in the departments of Urdu and Sindhi. An acre of land has been allotted which is yet to be acquired.

On the other hand, the sources say that even in the above mentioned three departments, there are no permanent teachers of the relevant subjects due to which the visiting faculty is running these departments or has given the charge to the teachers of other departments. It is noteworthy that this There is no permanent registrar and director of finance in the university and the officers working in all three key positions including the vice-chancellor are non-permanent while the registrar is an assistant professor and the charge of director of finance is with the deputy.
