Karachi: An important revelation regarding the out-service of annual matriculation and intermediate examinations in Sindh has come to light and “Express” has learned that the Department of Universities and Boards and its Ministry of Boards have been conducting them contrary to the Act approved by the Sindh Assembly since They want to give the entire examination system up to the assessment to a private party on contract and intense pressure is being put on all the Chairman’s Boards of Sindh to award a private company to hand over part of the annual examinations of the year 2023 to a company called “Red Marker”. Do it while this company is not even related to Sindh.
A chairman of the board told “Express” on the condition of anonymity that “nearly two weeks ago, the secretary of the department of universities and boards held a briefing with a female representative of the said company. The first three stages of matriculation and inter exams should be handed over to them from the same year, which includes preparation of exam papers in the first stage, conducting them in the second stage and assessment of the exam copies in the third stage, while the fourth and final results. The stage of issue should be left with the boards.
The chairman board further said that when he was inquired about the arrangements for appearing in the examinations of lakhs of students, the institution did not have any prior homework on which the Secretary Universities and Boards said that something should be done on a trial basis. But they should be given the exams of a single faculty or the boards which have less volume of students should transfer the exams to them.
It should be noted that it was almost two weeks after this meeting that the department wrote to the boards that the Minister of Universities and Boards has given approval for the examinations to be outsourced, which surprised all the chairmen and controllers.
A chairman of Sindh said that there is no scope in our Act to hand over the examinations to a private party or to outsource them.
In response to a question, the said chairman said that it has even been said in the interlocutor that no other company should enter the Shahid tender, so the same people will take the tender. The said chairman questioned whether if the police department If he does not do the right thing or if he commits corruption, will they hand over the security of the province to any institution, but the same is going to happen in the board.
It should be noted that this matter apparently started with a letter from Chairman Larkana Board Naseem Memon in which he recommended the department to outsource examinations for corruption-free examinations and results, but other present and former chairman boards say. There is no provision in the Act to out-service the examinations.
The former chairman of the Hyderabad Board, Dr. Muhammad Memon, said in this regard, “This whole matter is not only beyond imagination and imagination, but it is against the board’s act. Before doing so, the board’s act must be amended. This decision sends a message.” That now the government itself has lost confidence in its own institutions.
On the other hand, “Express” contacted Secretary Universities and Boards Mureed Rahi in this regard, and he confirmed the interest in conducting the exams on behalf of a company called Red Marker and the briefing, but he said that if there is no scope in the Act. So it is possible that there will be a change in the act in the next few days after which it may be possible through IBA, Aga Khan, Red Marker or any organization.
He said that there is corruption in the boards, everyone is involved in hosting, positions are sold, so it has to be done. D can go to which he could not answer satisfactorily”.
It should be noted that in the current government of the People’s Party, the powers of the controlling authority of the education boards are no longer with the Chief Minister of Sindh, but the minister of the department is empowered in every decision and since he has the ministry, he can advertise on merit in any board. A controller of examination or a secretary has not been appointed through some education boards and the chairmen are also ad hoc.
