Karachi: Sindh Chief Minister Syed Murad Ali Shah has decided to immediately ban new recruitments including appointments and transfers to improve transparency, work and efficiency of local councils.

Sindh Chief Minister Syed Murad Ali Shah presided over the meeting held at the Chief Minister’s House and said that no employee of one local council can be transferred to another council. They should be provided within 15 days.

He said that I will review and inspect the number of employees who have been properly posted. Murad Ali Shah also imposed a complete ban on new recruitment in councils and decided that local councils should outsource their municipal functions if there is a shortage of staff.

Chief Minister Sindh directed Local Government Minister Saeed Ghani to implement System Application and Products (SAP) for payment of salaries to local government employees in all union councils, town, district councils and municipal corporations.

He said that the Local Government Department has developed a SAP system and I want you (Minister of Local Government) to implement it and stop the salaries given to ghost employees.

In response to a question, Local Government Minister Saeed Ghani told the Chief Minister that there are 1889 local bodies, including one Metropolitan Corporation (KMC), five District Municipal Corporations, 45 Town Municipal Corporations, 22 District Councils, 36 Municipal Committees, 142 Town Committees and 1638 Unions. Councils included.

The Chief Minister directed the Local Government Minister to monitor the salaries of the employees so that when they are without postings, they are paid the salary. The Chief Minister further directed Local Government Minister Saeed Ghani to take strict measures to improve the efficiency of local government bodies so that public issues related to local government issues can be resolved.

The Chief Minister and Local Government Minister agreed to introduce reforms in the Local Government Board and devise a transparent system for the appointment, transfer and promotion of local government employees. The Chief Minister said that during the meetings with the local body representatives in the divisional headquarters, they demanded an increase in the local body budget.

He directed the Minister of Local Government to submit proposals for increasing the local budget/grants so that the proposal can be included in the budget of the next financial year. The Chief Minister also directed the Provincial Local Government Minister to send a proposal for the formation of the Provincial Finance Commission.

In addition to Local Government Minister Saeed Ghani, P&D Minister Nasir Shah, Local Government Secretary Khalid Haider Shah, Finance Secretary Fayaz Jatoi, Chief Minister’s Secretary Rahim Sheikh and others participated in the meeting.
