Karachi: The ad-hoc administration of the Higher Secondary Education Board Karachi, working under the Chairman and Commissioner Karachi, imposed illegal enrollment fees on thousands of students of government colleges.
The worst and terrible consequences of entrusting the management of Higher Secondary Education Board Karachi to the Commissioner Karachi by the Caretaker Provincial Government have started. But it has fallen into the hands of a certain mafia who has now imposed illegal enrollment fees on thousands of students of government colleges.
It should be noted that in the context of the law of “free and compulsory education” in Sindh, under an official notification of 2017, examination and enrollment fees have been abolished for students of government educational institutions and all board students of government educational institutions. are bound not to charge a fee.
Similarly, all kinds of charges including tuition fee, sports, college management committee fund, lab equipment fund, library fund are prohibited from enrolled students in government colleges.
Government educational institutions and education boards were stopped from collecting fees from students of government educational institutions under Article 25A, but now this violation of the law has started from the Inter Board Karachi working under the chairmanship of Commissioner Karachi Sohail Rajput.
“Express” contacted Acting Secretary Interboard Karachi Haroon Rasheed in this regard and tried to know his position in this regard, to which he said that the date has been announced three times but the students do not submit the form after which it Penalty has been imposed, however, when “Express” inquired from him that there is no scope to collect fee or allowance from fresh candidates, on which he took a stand that this happened last year also, we have a notification.
It should be noted that Higher Secondary Education Board Karachi has issued a notification on January 25 according to which now the enrollment forms of Inter Year 1 annual 2024 examinations will be received with a “penalty” of Rs 1,000.
It should be noted that these penalties or late charges are being taken in the event that there are no charges in the form of enrollment fees in government colleges/higher secondary schools and all other education boards of Sindh have followed the notification of not charging fees. However, the Karachi Board has mandated the principals of all government colleges and government higher secondary schools in the city to receive the enrollment form for the examinations of the year 2024 from February 1 with a penalty of Rs 1,000.
A college principal confirmed to “Express” that this is the first time in 8 years that the board is asking government colleges to charge Rs 1,000 from their students. The principal said that every year the board gave a date for submission of enrollment form at least three times, but the colleges were never given this instruction.
Another principal said that last year when some children missed to submit the examination form, they contacted the board, on which the board collected late charges directly from these government students, but this time it was applied to the enrollment. Colleges have also been involved in this.
On the other hand, the administrative situation in the board is also different, after the removal of the Chairman Inter Board on November 22, 2023, the charge was given to the Commissioner Karachi in early December and in 2 months, the Commissioner Karachi has only come to the board a few times. They try to run the inter-board arrangements and usually call the concerned officers to the Commissioner’s office.
In a press conference, when “Express” asked him that the situation here is getting worse by remote controlling the board, on which Commissioner Karachi Sohail Rajput explained his point of view and said that it is WhatsApp and Zoom. Sometimes a separate queue is set up for them, while people who object to this whole process are sometimes blamed by the mafia.
Talking to “Express”, a student named Ramiz said that he and his friend have come here for the issue of migration certificate and have been standing in the queue for about 45 minutes noticing that if we pay more than Rs.500. If we give it, maybe our work will be done in 45 seconds, Ramiz said that the situation of Interboard Karachi looks like that of the passport office.
It should be noted that thousands of people go to Interboard Karachi for the issuance of mark sheet, permission, migration, verification and other documents, out of which hundreds get their work done from this mafia for extra money.
